The Constitution of South Africa vests land property to its citizens to use for production, housing & recreation. Section 25(3)(d) entitles no landowner or user property over land value increments that are due to state investments, subsidies & beneficial capital improvements.

People warned about exactly this situation in the 1970s when the city massively downzoned the west side at wealthy homeowners’ request. Such an obvious error we could correct, but Supes are cowed to landlords (and mostly are homeowners themselves):

San Francisco has had decades to equalize the distribution of housing production so affluent northern & western neighborhoods grow more and less pressure is put on lower-income southern & eastern neighborhoods. The Supes have chosen to do very little with their local control.

Between his vetoes of this and SB127, it’s clear that Newsom caved to institutional pressures to let people continue to be be killed by the policies of indifferent bureaucracies.
