People warned about exactly this situation in the 1970s when the city massively downzoned the west side at wealthy homeowners’ request. Such an obvious error we could correct, but Supes are cowed to landlords (and mostly are homeowners themselves):

Between his vetoes of this and SB127, it’s clear that Newsom caved to institutional pressures to let people continue to be be killed by the policies of indifferent bureaucracies.
